The British Virgin Islands is making a concerted effort to position itself as a primary financial services partner for India, with top officials currently on a week-long tour of the country. Premier Natalio Wheatley and Financial Services Minister Lorna Smith are leading a delegation that aims to deepen economic ties, following a preliminary visit by officials last year.

The delegation has a packed schedule, planning stops in Delhi, GIFT City in Gujarat, Mumbai, and Bangalore. Wheatley and Smith will meet with Indian Finance Minister Nirmala Sitharaman, regulators, and private sector representatives, including those with existing business ties to the BVI. The group will also address trade shows and meetings with legal associations.

The focus of these meetings is to highlight the BVI’s investment funds regime, which the Premier describes as unique in Asia and the world. These funds can be managed both in and outside Asia and include incubator and approved funds that target startups, family offices, and single-asset transactions. Wheatley says this regime is designed to assist the Indian government with acquisitions and raising capital in joint ventures.

Wheatley notes that BVI products have been tested and proven over 40 years, citing English common law and a commercial court system as key selling points. The jurisdiction also offers a widely accessible fund management qualification. Smith adds that the BVI’s Virtual Assets Service Providers Act ensures the digital asset sector is well-regulated.

While the itinerary is heavy on finance, the delegation is also exploring softer economic connections. Both leaders pointed to tourism as a shared interest, with Wheatley describing his home territory’s famous beaches and Smith expressing a personal desire to visit the Ganges River.

A Shared Growth Path

India’s rapid economic expansion is the primary driver behind this diplomatic push. Wheatley cites the country’s 7% growth rate and its ambition to achieve developed nation status by 2047 as reasons for the intensified focus. He views India as a leader in the Global South and sees a strategic opportunity to diversify the BVI’s markets.

It is not just about the numbers, however. The two jurisdictions share common drivers of growth and a history of engagement. Smith notes that many businesses operate across the BVI, India, and other financial hubs like Dubai and Mauritius. She also highlighted the presence of female leadership in both countries’ finance ministries as a point of commonality.

The relationship between the two is evolving from a long-standing one into a more strategic partnership. Wheatley says the goal is to increase awareness of BVI products among Indian firms and encourage them to use these vehicles for global ambitions. By positioning itself as a super connector, the British Virgin Islands hopes to attract foreign direct investment into India through its established financial ecosystem.
