Hozu Capital has named Cindy Huang as co-founder and chief operating officer, bringing on a former senior partner from Dacheng Law Offices to lead its finance and operations. The firm introduces a leader with decades of legal expertise and a proven track record in capital operations, positioning the company to further its ambitions in the dispute resolution market. This strategic move aims to bolster the firm’s capabilities as it handles an increasingly complex regulatory setting for third-party funding.

Managing the firm’s operations

Huang will oversee Hozu Capital’s finance and operations management systems, co-ordinate strategy implementation, resource integration and cross-practice business collaboration, and promote the company’s integration of legal services and capital operations. Her responsibilities will be critical in unifying the firm’s diverse functions. Wang Jialu, founder and president of Hozu Capital and a former senior partner at Commerce & Finance Law Offices, said in a press release that Huang combines high-level strategic vision with solid operational execution experience. He believes her arrival will significantly enhance Hozu’s overall capabilities in operations management, capital operations and industry development, accelerating the construction of the firm’s integrated “law + investment + industry” service platform.

Huang has practised as a lawyer since 1994. Her career has spanned Zhong Lun Law Firm, Anli Partners and Dacheng, with a focus mainly on IPOs, mergers and acquisitions, restructuring, investment and fund formation. Beyond her legal practice, she possesses extensive experience in the operation, management and capital operations of the culture and tourism sector. In 2010, she co-founded tourism performance planning company Scenery Culture Industry with Mei Shuaiyuan, the founder of China’s setting live performance industry, and served as its executive president. From late 2015 to 2017, Huang worked at Sunshine Insurance Group, where she was responsible for the company’s global strategic investment business in the culture and tourism sector.

The regulatory context for funding

The regulatory environment for third-party funding in the Chinese mainland has moved from concept to practice, with arbitration institutions gradually incorporating disclosure requirements into their rules and courts confirming its legality through individual cases. As the industry matures, Hozu Capital’s focus on providing strategy, resources and financial support to companies and individuals dealing with complex domestic and cross-border disputes becomes increasingly relevant. The firm’s founding team, established in 2022, includes corporate general counsel, senior lawyers and arbitrators, reflecting a deep understanding of these legal nuances.

In Hong Kong, relevant core legislative provisions have been fully in force since 2019, clarifying that third-party funding of arbitration is not prohibited by the common law doctrines of maintenance and champerty. This legislative clarity has paved the way for market growth. As of 31 December 2024, 90 arbitration cases in Hong Kong had disclosed the use of third-party funding, Legislative Council documents revealed. This statistic shows the growing acceptance of external capital in dispute resolution, a trend Hozu Capital is well-positioned to support through its integrated service model.
